A twisted double standard lies behind the government's decision to deny a child life-changing medicine

Analysis The government has denied a life-changing, cannabis-based treatment to a six-year-old boy with epilepsy. And in doing so, it has exposed the hypocrisy at its heart; because a Conservative minister’s husband is growing cannabis for a pharmaceutical company to use in childhood epilepsy medicine. Pleading with the government Alfie Dingley lives with a rare form of childhood epilepsy called PCDH19 . It means he can have up to 30 violent seizures a day and often has to go into hospital. But as BBC News reported , since using medical cannabis oil, prescribed in the Netherlands, Alfie’s seizures have reduced in “number, duration and severity”. While in the Netherlands, he went 24 days without a seizure. Back in the UK, Alfie’s family lobbied the Home Office to grant a licence to administer cannabis oil at home. And the Home Office refused to grant it. So his mother Hannah Deacon made an emotional plea to the government on BBC Breakfast on Monday 19 February: The Home Office The Home Office told BBC News : Cannabis is listed as a Schedule 1 drug, as in its raw form it is not recognised in the UK as having any medicinal benefit and is therefore subject to strict control restrictions. This means it cannot be practically prescribed, administered, or supplied to the public in the UK, and can only be used for research under a Home Office licence. The Home Office would not issue a licence to enable the personal consumption of a Schedule 1 drug. Meanwhile, the husband of Home Office Minister Victoria Atkins is growing cannabis for GW Pharmaceuticals to use in an epilepsy drug for children. Breathtaking hypocrisy Atkins is the Parliamentary Under Secretary of State for Crime, Safeguarding and Vulnerability at the Home Office. Part of her remit is drugs and drug policy. And as The Canary previously reported , her husband is the Managing Director of British Sugar Paul Kenward . The company is supplying GW Pharmaceuticals with up to 23 football pitches-worth of “non-psychoactive” cannabis for its drug Epidiolex . This is enough to treat up to 40,000 children a year. The drug is aimed at two forms of rare childhood epilepsy which are not the same as Alfie’s. But GW Pharmaceuticals hopes to develop Epidiolex to treat other childhood epilepsy syndromes. It is waiting for the US government to approve the drug before it is available to patients there. Although the UK government does not recognise cannabis-derivatives as “having any medicinal benefit”, it will happily allow British companies to profit from using them in medication abroad. And the fact that the husband of a minister, responsible for drug policy no less, is also profiting from this is very concerning. Alfie’s quality of life is not only poor, but constantly at risk. As campaign groups like Release say , the government needs to rethink its drugs policy. And quickly. Subject: Recommendations of the Seventh Central Pay Commission – implementation of decisions relating to Special Allowance for child care for women with disabilities. Consequent upon the decision taken by the Government on the recommendations made by the Seventh Central Pay Commission for providing extra benefits to women employees with disabilities especially when they have young children and children with disability, the President is pleased to issue the following instructions:- (i) Women with disabilities shall be paid Rs.3000/-per month as Special Allowance for Child care. The allowance shall be payable from the time of the child’s birth till the child is two years old. (ii) It shall be payable for a maximum oftwo eldest surviving children. (iii) Disability means a person having a minimum Disability of 40% as elaborated in Ministry of Welfare’s Notification No. 16-18/97-Nl.I dated 1.6.2001 and amended from time to time. (iv) The above limit would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. 2. These orders shall be effective from 1st July. 2017. 3. ORDER: Based on the recommendations of the Official Committee, 2017, orders have been issued in the Government Order read above replacing the existing system of Pay Bands and Grade Pay applicable to State Government employees and teachers including employees of local bodies by new system of level based Pay Matrix in a manner similar to that adopted by the Government of India for its employees notionally with effect from 01.01.2016 and with monetary benefit from 01.10.2017. The above revision was adopted on the basis of corresponding pre-revised pay scales and inspite of the immense fiscal stress, keeping the welfare of the Government employees in mind, Government implemented the pay revision on the basis of the recommendations of Official Committee, 2017 at an additional cost of Rs.14,719/- Crore per annum. 2) Representations are now being received from various Employees Associations seeking revision of pay levels and rectification of pay anomalies. The Hon’ble His Excellency of Governor of Tamil Nadu in his address in Tamil Nadu Legislative Assembly on 08.01.2018 has made an announcement to the effect that the Government will constitute a Committee to examine these representations. 3) After careful consideration, the Government has decided to constitute a One Man Committee to rectify the pay anomalies. Accordingly, Government direct that One Man Committee shall be constituted duly headed by Thiru M.A.Siddique, I.A.S., Secretary to Government (Expenditure), Finance Department. 4) The following are the terms of reference of the Committee:- (i) Representations on pay anomalies, pay revision consequent on the implementation of the revised pay levels or clarification in the method of fixation of pay in the revised pay structure or other allied benefits including Special Pay, Allowances, etc., shall be examined by the One Man Committee. (ii) The Committee shall examine all the representations received by it and make specific recommendations to the Government on the representations / anomalies considered by the Committee. (iii) The Committee shall submit its report to Government by 31.07.2018. 5) All Departments of Secretariat and Heads of Departments are requested to furnish the details if any called for by the One Man Committee immediately. 6) As regards supporting staff to the One Man Committee, orders will be issued separately. Read:- 1) GO(P) No. 95/2017/Fin dated,25.07.2017 2) GO(P) No. 122/2017/Fin dated, 18/ 09/ 2017 3) G.O.(P) No. 142/2017/Fin dated 09/ 11/ 2017 4) Request for accreditation submitted by various agencies (before the Hon’ble Minister, Finance) ORDER As per Government Order read pt paper above Government have issued the list of accredited agencies with detailed guidelines for the execution of Public Works through accredited agencies other than PWD. 2) As per Government Order read 2nd and 3rd above Government have modified Government Order read 1st above to the extent that all labour contract Co-Operative Societies having men on their roll and machinery in their own stock are eligible to do public works as Non PMC and to include Thrissur District Labour Contract Co-operative Society Ltd, Nirmithi Kendra, Thiruvananthapuram and Pathanamthitta also in the list of accredited agencies and modified the area of accreditation of KEL Ltd. 3) Government received representations from various agencies as per paper read 4th above to include them also in the list of accredited agency.
