Those stocks boosted the S&P consumer staples sector [.SPLRCS], which rose 1.0 percent to lead all major groups. Apple rose 1.7 percent to a record high after positive reviews of its much-anticipated iPhone X. The stock provided the biggest boost to all the three major indexes. The tech sector [.SPLRCT] climbed 0.6 percent, building on gains following a batch of strong quarterly reports last week. "You look at the earnings out of these big players and they continue to impress," said Steve Chiavarone, portfolio manager with Federated Investors in New York. "It strikes me that that leads you to a much more bullish outlook for the fourth quarter." The Dow Jones Industrial Average [.DJI] rose 29.07 points, or 0.12 percent, to 23,377.81, the S&P 500 [.SPX] gained 4.52 points, or 0.18 percent, to 2,577.35 and the Nasdaq Composite [.IXIC] added 37.45 points, or 0.56 percent, to 6,736.42. Shares of chipmaker Intel rose 2.5 percent. Rockwell Automation shares jumped 8.4 percent. The automation equipment maker said it had rejected an unsolicited acquisition bid from rival Emerson Electric for more than $27 billion. Emerson shares fell 3.6 percent. Advancing issues outnumbered declining ones on the NYSE by a 1.55-to-1 ratio; on Nasdaq, a 1.85-to-1 ratio favoured advancers. Meera Vardhan is married to the grandson of Acharya Narendra Dev. Earlier there were rumours that former minister Juhie Singh will be named for the post. Earlier in the day SP had named Gulshan Bindu, a transgender as its mayor candidate from Ayodhya. In the meantime, the SP has also announced names of six other mayoral candidates, including Deepu Manethiya Valmiki (Meerut), IS Tohmar (Bareilly), Yusuf Ansari (Moradabad), Mujahid Kidwai (Aligarh), Rahul Saxena (Jhansi) and Rahul Gupta from Gorakhpur. This year reportedly, six out of 16 municipal corporations are reserved for women mayors. (ANI)

Yesterday, Vipin Sharma, the Amritsar district president of Hindu Surakasha Sena, was shot dead by unidentified assailants in Bharat Nagar area of the city. Deputy Commissioner of Police (DCP) Jagmohan Singh said they are trying to identify the culprits from the CCTV footage. "Two people fired several bullets at him. We are trying to extract the photos of the criminals from the CCTV footage," DCP said. "We cannot specify anything for now. We have constituted a SIT(Special Investigative Team) for investigation. The talks were conducted under the framework of the Joint Ministerial Committee. Both sides discussed a wide range of bilateral issues of shared interests and mutual concerns. In particular, they reviewed the upcoming high-level exchanges, commemoration of the celebration of the 50th anniversary of ASEAN and 25 years of India-ASEAN dialogue partnership, cooperation in political, defence and security fields, trade and investment, cooperation in tourism and culture, connectivity and other aspects of partnership. They also exchanged views on issues of mutual interest at regional and multilateral levels, including cooperation at UN and International organisations. DCW asks why delay in execution of Nirbhaya's rapists

[India], October 31 (ANI): The Delhi Commission for Women (DCW) on Tuesday issued notice to Tihar Jail Administration and Deputy Commissioner of Police (DCP) South District for not giving death penalty to Nirbhaya rapists. Nirbhaya's mother Asha Devi had complained to DCW, that even after five months of Supreme Court's verdict, death sentence has not been given carried out. The Apex Court had sentenced the accused with death penalty. The DCW Chairperson, Swati Jaihind responded to the mother's plea by immediately sending a notice to Tihar Jail administration and DCP South District. In the notice, she has inquired as to why, even after five months of Supreme Court's verdict, the accused have not been hanged. She also mentioned whether the Tihar Jail officials have issued order of death sentence to the four accused. If the order has been issued, then reasons for not adhering to the order. The Commission has notified the officials and DCP to respond to the aforementioned inquiries by November 6. Further DCW's Chairperson stated that, it is a shame that even Nirbhaya is yet to receive justice in our country. Nirbhaya's mother and the entire nation who are pleading for justice are yet to receive it. She demanded that the convicts must be hanged at the earliest. On December 16, 2012, the entire country was shocked by the horrific Nirbhaya gang rape and murder in South Delhi. The Supreme Court upheld death sentence for the four convicts months ago. Zilani's statement comes a day after Sri Sri Ravi Shankar came up with an initiative to resolve the Ayodhya issue. Speaking to ANI, Zilani said "Regarding Ayodhya dispute no one has come and spoken on this issue to us. We have no even received any proposal on it yet. Rather than making it a big issue.the country should sit and decide on this matter peacefully. This is a very sensitive topic which needs long and valid discussion. Ravi Shankar mediating in it will make it controversial." Meanwhile, resonating similar views, Yakub Habeebuddin Tucy, a sixth generation descendant of the last Mughal Emperor said, "Sri Sri Ravi Shankar's mediation in Ayodhya dispute will not solve the issue rather prolong it more. CBI files charge sheet against 490 accused in Vyapam scam CBI files charge sheet against 490 accused in Vyapam scam Tue, Oct 31, 2017 23:46 hrs [India] Oct. 31 (ANI): The Central Bureau of Investigation (CBI) on Tuesday filed charge sheet against 490 accused in the Vyapam scam. The Vyapam scam is an admission and recruitment scam involving politicians, senior officials and businessmen in Madhya Pradesh Professional Examination Board (MPPEB), popularly known by its Hindi acronym "Vyapam"(Vyavsayik Pariksha Mandal). The CBI also said that there is no basis in allegations made by senior Congress leader Digvijaya Singh that the hard disk which was seized was tampered with. The Congress leader had moved a writ petition in the Supreme Court in 2015 seeking forensic investigation of documents, including the hard disk recovered from the Vyapam office. However, as per the CBI, the seized documents, including the hard disk, were sent to Hyderabad's Forensic Science Laboratory for examination and suggested no tampering. Singh, in 2015, had also claimed to possess a pen drive that had the contact number of Chouhan and his wife, alleging that there had been exchange of messages between them and some of the Vyapam accused. In May, the CBI informed the Supreme Court that Congress leader Digvijaya Singh will face action for allegedly running a campaign against Madhya Pradesh Chief Minister Shivraj Singh Chouhan in the Vyapam scam on the basis of forged documents. The scam involved 13 different exams conducted by Vyapam, for selection of medical students and state government employees (including food inspectors, transport constables, police personnel, school teachers, dairy supply officers and forest guards). The exams were taken by around 3.2 million students. In the major development in the ongoing Vyapam scam, the Supreme Court in February cancelled the admission of more than 500 students, who enrolled in five-year MBBS course in Madhya Pradesh during 2008-2012. Vyapam scam is also known for deaths. A number of people connected to the scam and its investigation, died during the course of investigation. The opposition parties and activists alleged that several of these deaths happened under suspicious circumstances. In 2015, the Special Task Force (STF) submitted a list to High Court, naming 23 people who are believed to have died "unnatural death". According to the STF, most of these deaths took place before it took over the investigation in July 2013. (ANI)

He surrendered at Barachhatti Police Station without any weapon before Assistant Superintendent of Police (ASP) Arun KR Singh, Sanjay Tripathi, second in command, 159 Battalion Central Reserve Police Force (CRPF) and Station House Officer (SHo). He made this comment at an award function organized here on the 33rd death anniversary of late prime minister. "Idea of India that Indira Gandhi fought for has been thrown fundamentally into question by rising intolerance that we see today. A view of Indianness that is one-sided, discriminatory, even warped is being thrust upon us and this country," Rahul Gandhi said. Without naming the Bharatiya Janata Party (BJP) and the Rashtriya Swayamsevak Sangh (RSS), he said, " The country's heritage is in the hands of those who are bent on rewriting history, imposing falsehood and unscientific ideas on our people." He exhorted people to fight against forces of darkness. "Like her (Indira Gandhi), we must all be unfazed and undaunted against forces of darkness," Gandhi said. Remembering his grandmother, Rahul said, "She led India through many transformations that are too numerous to count here. Above all, she fought for the unity and integrity of our country." The Congress leader asserted that the precious idea of integration has never been more necessary than today. "In today's time when the country finds itself increasingly divided in the name of narrow nationalism, the Indira Gandhi Award for National Integration is the recognition of the values she stood for," Rahul said. Former prime minister Dr Manmohan Singh also spoke on the occasion. "It was Indira Gandhi's firm belief that without social harmony and understanding of each other among India's diverse people, it was not possible for our country to grow and prosper," Dr. Singh said. He also launched a veiled attack on the ruling BJP and the RSS. "Our society is facing a danger of deepening divisions. True patriotism demands that we adopt the path shown by Indira Gandhi and work for social and regional cohesion, even as we celebrate our diversity," the former prime minister said. Vocalist T M Krishna received the 2017 Indira Gandhi Award for National Integration. Speaking to ANI, the Assam Minister said, "Congress people can stand up for Pidi, but cannot stand up for National Anthem. This is not acceptable" "Most of congress spokespersons are saying that people should not stand up for the national anthem in the movie theatres. Rahul Gandhi should come out and openly say it," said Sarma. "It is really astonishing to see these people who clap for Pidi but they are reluctant to stand up for national anthem. I think Rahul should openly say whether he wants to respect the national anthem or not," added Sarma. The Jaipur Municipal Corporation in Rajasthan recently issued a directive to its staffers to sing the national anthem every morning and national song every evening. The biometric system of attendance will not accept any entries after the morning anthem. Airbus also warned of a material impact from potential fines resulting from existing bribery investigations in the UK and France surrounding the use of middlemen in airplane sales, which have also triggered a sweeping internal investigation. But it said it was too early to gauge the size or timing of these or the outcome of the latest U.S.-related findings. Airbus said it had discovered inaccuracies in past declarations to the U.S. State Department under part 130 of the U.S. International Traffic in Arms Regulations (ITAR), a section of U.S. law covering the use of commissions to sell arms. Finance Director Harald Wilhelm stressed the European company had not disclosed any secrets about sensitive U.S. technology and that the issue was restricted to the use of sales agents and commissions. "This is about defence equipment and services related to it," he told reporters. Airbus has been badly shaken by the existing corruption probes, which have already clipped aircraft sales. Wilhelm declined to say whether the latest disclosure could lead to an investigation by the U.S. Department of Justice, which has so far stayed out of the European bribery probes. The unexpected disclosure overshadowed third-quarter earnings which showed a sightly narrower-than-expected four percent decline on lower aircraft deliveries. Airbus, the world's second largest planemaker after Boeing, posted quarterly core operating earnings of 697 million euros ($811 million) as revenues rose 2 percent. It took a further small charge for the troubled A400M military programme and warned of further changes later in the year. Airbus reaffirmed its 2017 guidance but acknowledged it would miss an informal goal of 720 jet deliveries that was higher than the official target of 700. Airbus has given different written and verbal delivery targets for several quarters in a row. The shortfall is chiefly the result of engine delays for the A320neo. Airbus now expects to deliver fewer than 200 of the aircraft this year, compared with a target of "around 200". Markets had expected a weak quarter due to delays in commercial aircraft and a build-up of inventory. Analysts on average expected third-quarter adjusted operating profit down 5.6 percent at 690 million euros on revenues up 1.8 percent at 14.2 billion, according to a Reuters survey.
