Srinagar: Senior BJP leader Jitendra Singh on Sunday said that Kashmir problem is a result of historical blunders made by former Prime Minister Pandit Jawaharlal Nehru. Singh, the Union Minister of State in the Prime Minister's Office, also ridiculed the comments made by senior Congress leader P. Chidambaram who said autonomy should be restored to address the aspirations of Kashmiri people. "The problems being faced by the present government in the state are a result of the blunders made by the former governments," Singh told the media on the sidelines of the Bharatiya Janata Party executive committee meeting here. "It is a result of the Nehruvian blunders that the present mess has been created in Jammu and Kashmir." On Chidambaram's comments, he said the Congress leader was "now talking of the mess created during the Congress government". About the appointment of an interlocutor to speak to various groups and individuals in the state, Singh said there had been no inconsistency in the central government's approach to the problem. "Our approach is consistent. The BJP has established its presence in the Valley and today the party's national executive is meeting here," he said. No room for politics in national security, Ahmed Patel tells Rajnath

New Delhi: Politicians should rise above political differences in matters of national security, senior Congress leader Ahmed Patel has told Home Minister Rajnath Singh while demanding "impartial" and "objective" investigation into the arrest of two alleged IS operatives in Gujarat. "I wish to bring to your notice the recent reports of arrest of IS (Islamic State) operatives in South Gujarat. Matters of national security cannot be a prisoner of politics and neither should be reduced to baselessly maligning political opponents for petty electoral gains," Patel wrote in the letter dated October 28. "We should rise above political differences in matters which involve national security. Framing terror charges must be done by law enforcement agencies and the judiciary and not by political leaders in press conferences from party headquarters. "I call upon you ... as the Home Minister of India instruct relevant law enforcement agencies to take this investigation to its logical end in an impartial and objective manner. You government has my unflinching support in this endeavor," said the Congress Rajya Sabha Member from Gujarat. He said that Gujarat is the land of Mahatma Gandhi and Sardar Patel and the people of the state "have a proud history" of believing in peaceful co-existence. On Saturday, the BJP had sought clarification from Congress President Sonia Gandhi over alleged links of Patel to a suspected terrorist arrested in poll-bound Gujarat. "The investigative agencies have arrested an IS suspect from a hospital in Gujarat. Ahmed Patel is associated with the hospital. Congress will have to answer. It cannot run away," Union Minister Mukhtar Abbas Naqvi had said at a press conference here. Referring to Mohammed Qasim Stimberwala, one of the two alleged IS operatives arrested by the Gujarat Anti-Terrorist Squad from Surat on Wednesday, Gujarat Chief Minister Vijay Rupani on Friday had demanded resignation of Patel from the Rajya Sabha. Stimberwala had resigned recently as an eco-cardiogram technician in the Sardar Patel Hospital and Heart Institute in Ankleshwar where Patel used to be a trustee. Patel was one of the trustees during the hospital's formative years and had resigned as a trustee in 2014 facilitating a new board of trustees to take over the facility.

[India], October 29 (ANI): Prime Minister Narendra Modi on Sunday said that the Congress party's working culture is only to stall the development work. Addressing the public gathering here, the Prime Minister said: "The development projects that were stalled since the Congress rule are being completed now. The Congress' working culture is Atkana (to stall), Latkana (to delay) and Bhatkana (to mislead)." Prime Minister Modi, who inaugurated the Bidar-Kalaburagi New Railway Line, said the project was initiated by former Prime Minister Atal Bihari Vajpayee, but was stalled for so many years due to lack of efforts during the UPA term. "The work which could have been done in three years took 20 years as it was stuck for several years," he added. He appreciated Karnataka BJP president B S Yeddyurappa for his stand to complete the Bidar-Kalaburgi Rail line. In his speech, the Prime Minister also noted that implementation of Goods and Services Tax (GST) was a collective decision of all the parties and that the government was open to incorporate changes to make the system better. Prime Minister Modi also slammed the Congress for not taking stock of the flood situation in Gujarat. "Gujarat was devastated by floods this year. But the Congress leaders instead of reaching out to the people there, preferred coming to Bengaluru," he added. The Prime Minister further said that the initiatives of the government must benefit the common citizen and reach the last mile. He further recounted the work of the NDA government such as providing power supply to rural areas and eliminating middlemen through direct benefit transfer scheme. "Villages that did not have power for seven decades, now have access to power. We had announced that we'll bring electricity to 18,000 houses in 1000 days. It's not 1000 days yet and 15,000 houses have access to electricity," he said. "We started direct benefit transfer scheme, through which beneficiaries have been benefited and middle-men have been eliminated. Around Rs 57,000 crore from the government revenue, which earlier went to the middlemen is now going directly to the rightful owner," he added.(ANI)

[India], Oct 29 (ANI): Railway Minister Piyush Goyal on Sunday accused the former United Progressive Alliance (UPA) - led government for causing delay in the Bidar-Kalaburagi railway line project, saying that the link, which was approved during Atal Bihari Vajpayee's tenure, could not see light of day as Congress failed to provide adequate land. "Congress government that came in 2004, did not provide adequate land which caused the delay," Goyal said at a press conference in Mangalore. He further added that the project gained momentum only in 2007, when the then chief minister of Karnataka, B.S. Yeddyurappa, offered to pitch in 50 percent of the cost from the state government's funds. Goyal, stating that the last piece of land was received in February 2017, commended the Railway Ministry for having "completed the work in record time after that". Speaking on the railway project, Goyal informed that a major specialty of the 110.40-km line was its 12 new railway stations, 1.7 km long tunnel, and 269 bridges. Goyal assured that the railway line will not only contribute to the socio-economic development of Karnataka, but also facilitate the functioning of the railways. Elaborating on it, Goyal said the connectivity of Bidar with such major cities as Bengaluru and Mumbai will improve as the distance between Bidar and Mumbai will shorten by 115 km, while distance between Bidar and Bengaluru will be cut short by 52 km. In effect, the farmers will then be benefited in selling their produce, Goyal inferred, adding that it will also improve efficiency and scope of cement industry in North Karnataka. "Under the government of Modi ji, development in rail facilities for the whole of Karnataka have quickened in pace. The investment by rail ministry in the state has increased by five times," the Railway Minister claimed, adding that the budget provision for rail projects in Karnataka has increased from Rs 783 crore in the year 2014-15 to Rs 3174 crore in the current year 2017-18. New Delhi: The Union Health and Family Welfare Ministry will start its measles rubella vaccination campaign in Uttarakhand from Monday, hoping to target more than 28 lakh children across 13 districts of the state, an official statement said. Being conducted with the support of World Health Organisation and Unicef, the vaccination drive is part of the second phase of the campaign to eliminate measles and control rubella or congenital rubella syndrome (CRS) by 2020. "This largest ever vaccination campaign worldwide aims to cover approximately 41 crore children in the age group of nine months to less than 15 years of age," Unicef said in a statement, adding that they will be given a single shot of Measles-Rubella (MR) vaccine. "Following the campaign, MR vaccine will become a part of routine immunization and will replace measles vaccine, currently given at 9-12 months and 16-24 months of age," Unicef said. The first phase of measles-rubella vaccination campaign was launched in February this year by the Ministry in Tamil Nadu, Karnataka, Goa, Lakshadweep and Puducherry. More than 3.3 crore children were vaccinated, reaching out to 97 per cent of the intended age group, it said. The second phase of the vaccination drive was launched in August in eight states and Union Territories and is going on in seven of them. Andhra Pradesh, Chandigarh, Dadra and Nagar Haveli, Daman and Diu, Himachal Pradesh, Kerala, Telangana and Uttarakhand form the target for this phase with the Ministry aiming to cover 3.4 crore children. The measles-rubella campaign marks the introduction of the rubella vaccine in India's childhood immunization programme for the first time. Rubella, commonly referred to as German measles, is a mild infection but can have serious consequences if it occurs in pregnant women. Highly contagious, it spreads through coughing and 134,200 measles deaths globally in 2015, around 49,200 occurred in India -- nearly 36 per cent. Those who survive are more vulnerable to its complications such as diarrhoea and pneumonia.

New Delhi: Italian Prime Minister Paolo Gentiloni arrived here on Sunday on a two-day state visit to India, the first such visit in a decade, in a bid to boost ties between New Delhi and Rome after the face-off over two Italian marines. Romano Prodi was the last Italian Prime Minister to visit India in February 2007. "Coming after a gap of more than a decade, the visit is aimed at strengthening bilateral, political and economic relations between the two countries," the External Affairs Ministry said in a statement ahead of Gentiloni's visit. Prime Minister Narendra Modi will hold delegation-level talks with Gentiloni on Monday following which a number of agreements are expected to be signed. Gentiloni will also call on President Ram Nath Kovind and Vice President Venkaiah Naidu during his visit. Diplomatic ties between India and Italy virtually came to a near freeze following the February 2012 firing by two Italian marines, Massimiliano Latorre and Salvatore Girone, from M.V. Enrica Lexie, killing two Indian fishermen off Kerala. India took the marines into custody though Italy claimed the ship was in international waters and the case should be handled by the International Tribunal for the Law of the Seas (Itlos) at The Hague. In September 2014 Latorre was allowed to return to Italy on health grounds following a Supreme Court order. In May 2016, Girone too was allowed to return. Both the marines are now in Italy awaiting an order from the Itlos. The stand-off between New Delhi and Rome affected the talks for a free trade pact between the European Union and India. Indo-Italian ties got a breather when External Affairs Minister Sushma Swaraj visited the Vatican in September last year for the canonisation of Mother Teresa. According to official figures, Italy is among India's five largest trading partners in the EU, with bilateral trade at $8.79 billion in 2016-17. India's exports to Italy total $4.90 billion and imports $3.89 billion, resulting in a trade balance of $1 billion in favour of India. In the first four months of fiscal 2017-18, bilateral trade has reached $3.22 billion. Italy is the 13th largest investor in India with cumulative investments worth $2.41 billion from April 2000 to June 2017. The top five sectors in India that attract Italian investments are automotive industry, trading, service sector, industrial machinery and food processing industry. There are over 600 Italian companies active in India covering various sectors such as fashion, garments, textile and textile machinery, automotive, automotive components industry, infrastructure, chemicals, energy, confectionery and insurance. The move is the most expensive effort to date that would enable a national health insurer to take back full control of prescription medicines for their customers by negotiating prices with pharmaceutical manufacturers and setting customer out-of-pocket costs for each drug. CVS, one of the largest U.S. pharmacy benefits managers, has offered to buy No. 3 health insurer Aetna for more than $200 per share, sources said on Thursday. It could take at least several weeks for any deal to materialize. If the deal happens, it would likely pressure rival insurers, drugmakers, pharmaceutical benefits managers, and retail pharmacies to also consider mergers or switching partners to try to keep up with the potential healthcare cost savings or increase in profit margins. “It's an alternate model at this point. It's not clear that it’s definitely a better one,” BMO Capital Markets analyst Matt Borsch said. “More consolidation could lead to pressure on some of the brand-name drug prices and a better counterweight to the big pharma companies." For years, insurers paid drug benefits managers like CVS and Express Scripts Holdings Co to negotiate down drug prices, with both parties taking a share of any discount by the time a medicine was paid for by consumers. But outrage over the high costs of drugs has grown as consumers have picked up a larger portion of the tab for drug costs and it is threatening profit margins all along the drug supply chain, from manufacturers to distributors, insurers and pharmacies. UnitedHealth Group Inc and Humana Inc currently have in-house pharmacy benefits businesses, and say that it has helped them keep medical costs down. Anthem Inc recently decided to go down that same path. It cut ties with Express Scripts during a $3 billion legal fight, and said it would use CVS to build its own pharmacy benefits business in the next few years. That tie-up could now be at risk if CVS reaches a deal to buy Aetna, Leerink analyst Ana Gupta said. CVS also provides management services for Aetna rival Cigna Corp. If CVS buys Aetna, that could revive Cigna’s interest in buying Humana, analyst Christine Arnold of investment bank Cowen & Co said in a research note. Aetna earlier this year closed the door on a deal with rival insurer Humana Inc after antitrust regulators said that combination and a rival deal between Anthem Inc and Cigna Corp were anti-competitive. The pharmacy chain Walgreens Boots Alliance could need to match its business model closer to CVS to attempt to stay competitive, Arnold said in a note, and may look at buying Express Scripts. Jefferies analyst Brian Tanquilut said that Express Scripts could also be a target for Amazon Inc which is reported to be looking to get into the pharmacy business. Over the past decade, health insurers have diverged on the value of the pharmacy benefits business. Anthem sold its pharmacy benefit manager to Express Scripts and outsourced almost all of the business in 2010. UnitedHealth took the opposite approach when it decided in 2011 to bring its pharmacy benefits management in house, then bought an even bigger standalone benefits manager, Catamaran, in 2015. Humana operates its own pharmacy benefit manager and Cigna and Aetna have hybrid approaches where they manage some parts in house and outsource others. Until recently, insurers sought to expand their profit margins by reducing their spending on hospital services, using their size to negotiate down what they pay to healthcare providers. But with those profits in hand, and with drug prices representing a bigger proportion of overall healthcare spending, they see new opportunity in targeting the pharmacy benefits, Leerink’s Gupta said. Another potential lure of a deal for Aetna would be to capitalize on the growing number of simple health services offered in a CVS store, from flu shots to blood pressure checks. Reimbursing such patient care outside of a doctor’s office or hospital could cut healthcare costs, Gupta said. नई दिल्‍ली , प्रदेश नई दिल्ली: दिल्ली के मुख्यमंत्री अरविंद केजरीवाल के राजनीतिक जीवन पर आधारित डॉक्यूमेंट्री फिल्म ‘एन इनसिग्निफिकेंट मैन’ के निर्देशक विनय शुक्ला ने केजरीवाल और योंगेंद्र यादव को ‘वर्तमान राजनीति की दो जरूरतें’ बताया. शुक्ला ने एक इंटरव्यू के दौरान कहा, ‘‘अरविंद और योंगेंद्र हमारी आज की राजनीति की दो जरुरतें हैं. हमें एक ऐसे आदमी की भी जरुरत है जो अपनी छाती ठोक के कह सके कि मैं सही हूं, जो भी जिम्मेदारी होगी वह मेरी होगी और जो अपने बच्चों की कसम खाकर कह सके कि यही सही है. वहीं दूसरी तरफ हमें योगेंद्र यादव की भी जरुरत है जो ज्यादा अकादमिक हो, जिसकी दृढ़ता आंकड़ों पर आधारित हो.’’ ‘एन इनसिग्निफिकेंट मैन’ केजरीवाल के भ्रष्टाचार रोधी आंदोलन से लेकर उनके एक राजनेता के तौर पर उभरने की कहानी है. इसे एक डॉक्यूमेंट्री के तौर पर तैयार किया गया है जिसमें पार्टी की वास्तविक बैठकों, घटनाओं इत्यादि के वीडियो फुटेज का इस्तेमाल किया गया है. अरविंद केजरीवाल पर बनी फिल्म, अमेरिकी कंपनी करेगी प्रमोट फिल्म का निर्माण ‘शिप ऑफ थीसियस’ से ख्याति पाए आनंद गांधी ने किया है जबकि इसका निर्देशन विनय शुक्ला ने खुशबू रांका के साथ मिलकर किया है. इस फिल्म के निर्माण के लिए कोष का प्रबंध भी ‘क्राउड फंडिंग’ से किया गया. आम आदमी पार्टी बनने के बाद केजरीवाल और यादव के बीच हुए मतभेद को फिल्म में किस तरह दर्शाया गया है, इस सवाल पर खुशबू ने कहा, ‘‘दोनों के बीच अलगाव होने से पहले ही योगेंद्र यादव फिल्म में प्रमुख तौर पर दिखाई देते हैं. इसका एक प्रमुख कारण यह भी है कि अरविंद और योगेंद्र दोनों बहुत अलग हैं. उनका चीजों को देखने का तरीका, राजनीति करने का तरीका भी अलग है, और फिल्म बनाने के लिए इन दोनों के बीच का जो अंतर है वह हमें बहुत रोचक लगता था.’’ उन्होंने कहा, ‘‘योगेंद्र थोड़ा सावधान रहते हैं. वह आंकड़ों पर ज्यादा निर्भर करते हैं. अरविंद व्यावहारिक हैं. वह लोगों को भांपकर, भीड़ के हिसाब से भाषण देंगे और एक कहानी की तरह राजनीति को बताते हैं. दोनों के बोलने के तरीके में फर्क है और उनका इतिहास एकदम अलग है. दोनों के बीच इतना अंतर होते हुए भी एक पार्टी में रहना हमें और बाकी लोगों को काफी रोचक लगता था.’’ खुशबू ने कहा, ‘‘ इन दोनों के बीच मतभेद की क्या संभावना है और यह संभावना आगे जाकर बढ़ सकती है, यह बात फिल्म शूट के वक्त हमें साफ तौर पर महसूस हुई और यह आपको फिल्म में भी नजर आएगा.’’ टोरंटो अंतरराष्ट्रीय फिल्मोत्सव, ब्रिटिश फिल्म इंस्टीट्यूट लंदन फिल्मोत्सव, बुसान अंतरराष्ट्रीय फिल्मोत्सव जैसे 50 से अधिक अंतरराष्ट्रीय फिल्म समारोहों में प्रशंसा बटोर चुकी यह फिल्म 17 नवंबर को रिलीज हो रही है.

The Nikkei ended flat at 22,011.67, after hitting a fresh 21-year high of 22,086.88 in early trade. "Ahead of major economic events in the Japanese and global markets this week, investors are a bit cautious," said Hikaru Sato, a senior technical analyst at Daiwa Securities. The Bank of Japan is set to keep policy unchanged at its two-day meeting ending on Tuesday, while the U.S. Federal Reserve will hold a two-day policy meeting ending on Wednesday at which it is expected to leave rates unchanged. Sato added that the Japanese market should remain stable despite profit-taking, as it continues to be supported by the victory of Prime Minister Shinzo Abe's coalition on Oct. 22, which raised the prospect of continued stimulus. Japanese Apple suppliers outperformed, with TDK Corp gaining 0.7 percent and Foster Electric rising 1.1 percent, and Taiyo Yuden surging 0.9 percent. Apple rose 3.6 percent on Friday after it quashed concerns of muted demand for its iPhone X, saying pre-orders for the 10th anniversary phone were "off the charts". Financial stocks lost ground after U.S. yields fell. Insurers and banking shares underperformed, with T&D Holdings and Mitsubishi UFJ Financial Group both shedding 1.1 percent. San Francisco : A former Facebook employee is suing the social media giant for allegedly misclassifying employees to exempt them from overtime pay. According to a report in arstechnica.com on Monday, Susie Bigger, a former client solutions manager at Facebook's office in Chicago, has alleged that she and other Facebook employees are illegally classified as managers as part of "defendant's scheme to deprive them of overtime compensation". The proposed class-action lawsuit, filed in a US court, is seekingAback pay, damages, interest and attorneys fees for an untold number of Facebook employees. "This lawsuit is without merit and we will defend ourselves vigorously," Facebook told Ars Technica. The lawsuit described a "systematic, companywide wrongful classification" system for Client Solutions Managers, Customer Solutions Managers, Customer Account Managers, "or other similarly titled positions". "CSMs do not perform duties related to the management or general business operations of Facebook. Rather, CSMs' duties constitute the principal production activity of Facebook as a social media and marketing platform," the lawsuit alleged. SYDNEY (Reuters) - Australia's Westpac Banking Corp said on Monday it plans to defend itself in a lawsuit brought by the nation's corporate regulator accusing it of rigging a key interest rate - unlike two rivals who have agreed to settle similar cases. Australia and New Zealand Banking Group Ltd (ANZ) and National Australia Bank (NAB) reached settlements with the Australian Securities and Investment Commission (ASIC) last week. Westpac, the country's No. 2 lender, has not changed its position and will defend itself against the allegations, a bank spokesman told Reuters on Monday. At a short court hearing on Monday, ASIC lawyer Philip Crutchfield said in relation to Westpac, "that matter is proceeding", according to a transcript of the hearing. The hearing will continue on Tuesday. ASIC filed a civil lawsuit against the three lenders last year, alleging they had rigged Australia's primary interest rate benchmark, the bank bill swap rate, for profit between 2010 and 2012. The rate is used in Australian markets to price home loans, credit cards and other financial products. ANZ and NAB's settlements save them a lengthy, expensive and potentially embarrassing hearing, although analysts have said that admitting wrongdoing could open them to possible class action lawsuits from shareholders. The rate-rigging allegations, which have already drawn lawsuits from U.S. funds, are but one of several scandals engulfing Australia's highly-concentrated banking sector. NAB said on Friday that as part of the settlement it has agreed to a A$10 million ($7.7 million) penalty, A$20 million in costs to ASIC and a A$20 million donation to a financial consumer protection fund.
